Format and input contract

No PPF file processing is enabled in Phase 20.

Integrity and compatibility limits

PPF 1.0, PPF 2.0, and PPF 3.0 differ in encoding/header/validation behavior; PPF3 can also include optional block validation, undo data, and a trailing FILE_ID area. A partial implementation would make a generic PPF Patcher label misleading.

Browser-local processing

When operational, Phase 20 reads only files explicitly selected in the browser, enforces bounded buffers, and does not silently upload patch inputs or outputs.
